Hurling's Proposed Rule Changes, Explained Simply

Where and Why the Trial Is Happening
The amendments will be trialled in the Fitzgibbon Cup, the third-level colleges competition, on the advice of a hurling expert advisory group. A trial lets officials see how the changes work in real matches before any decision is made about wider use.
The Four Main Changes
1. No consecutive hand-passes. Teams will be banned from making two hand-passes in a row. If a player hand-passes to a team-mate who then immediately hand-passes again, a free is awarded to the opposition from where the second pass was made.
2. Six steps in possession. Players will be allowed to take six steps while carrying the ball.
3. A proper hand-pass technique. A legal hand-pass will require a "clear and definite striking action" with the hand, to stop throws being passed off as hand-passes.
4. Tougher on dissent. If a player shows dissent to a referee, the ball will be moved forward 30 metres — up from 13 metres. A further act of dissent will bring a yellow card.
What the Changes Aim to Do
- Encourage striking the ball with the hurley — the core skill that makes hurling special.
- Reduce short, possession-based passing that can slow games down.
- Make refereeing clearer, with an easier-to-judge hand-pass standard.
- Protect referees and improve respect on the pitch.
What Coaches and Players Might Need to Adjust
Passing patterns. Teams that rely on quick hand-pass chains will need more variety, including longer and shorter struck passes.
Skills training. Expect more work on first touch, striking off both sides and accurate delivery under pressure.
Discipline. A 30-metre penalty for dissent can turn a defensive free into a scoring chance, so players will need to stay composed.
What Happens Next
After the trial, the GAA will review how the changes affected play. Any permanent rule change would need to go through the association's formal decision-making process, so supporters should treat these as proposals being tested rather than final rules.
